This paper uses lines of argument drawn from Amartya Sen's Idea of Justice to support the notion that NGO efforts, far from being oppressive, are helpful and progressive. It cites the work of Lairap‐Fonderson and Chen, and alludes to specific projects. Contrast is made with Rawls, and the paper suggests that more formal theories of justice may not enable us to grapple with our intuitive sense that justice for the poverty stricken involves, at a minimum, both financial progress and forward (...) movement with respect to internal growth. Examples of work done by NGOs in Bangladesh and other places help us to realize that women in these areas often have their own sense of what a more just situation would require—and NGOs and others can work from these conceptions as a point of departure. Part of the conclusion here is that Sen's concept of the just is a step in the right direction. (shrink)

Population ageing is one of the key processes affecting the development of European Union countries. The aim of this paper is an indication of the possibility of collective action against this challenge at the regional level. Article describe assumptions and recommendations for strategic management which taking into account the cooperation of entities from public sector (local governments), market sector (business) and social sector (NGOs). Closer analyses will be conducted on two examples of initiatives from European Union: the Regions for All (...) Gender inequity is prevalent in the workplace. It violates the principle of equal treatment for all employees, and often leads to problems with retention, morale, and performance. Individuals, however, may have different perceptions of gender inequity. In this study, we examined the relationship between individual and organizational level variables and perceived gender inequity for a sample of church workers. Regression analysis was used to test several hypotheses informed by social psychological theories. The results showed that (1) individuals perceived gender inequity (...) in the workplace; (2) organizational level variables had more effect on perceived gender inequity than individual level variables; and (3) compared to men, women perceived greater gender inequity favoring males. Discussion, limitations, and suggestions for future research are provided. (shrink)

The Habits of Racism examines some of the complex questions raised by the phenomenon and experience of racism. Helen Ngo argues that the conceptual reworking of habit as bodily orientation helps to identify the more subtle but fundamental workings of racism, exploring what the lived experience of racism and racialization teaches about the nature of the embodied and socially-situated being.

Structure and organization seems to be at the root of many of the questions raised about institutional behaviour; however, with respect to research on university capacity building, few studies have examined research organizational problems, particularly in developing countries. This study investigates academic reactions to the structure and organization of research at four leading Vietnamese universities. Through document analysis and semi-structured interviews with 55 participants, the study finds that the four case-study Vietnamese universities have accomplished a number of the more visible (...) tasks of research management such as creating research and research management positions; deciding primary organizational units for research delivery; creating a research office; and creating research oversight committees. However, they seem to neglect the other less visible tasks of organizing and structuring research such as developing rules for research integrity; developing a mechanism for evaluating the quality of research outcomes; preparing researchers and research managers for the necessary skills and knowledge; and deciding vertical and horizontal decentralization. The study concludes that even though research has been formally structured and organized, the management of research has not yet been professionalized. The key problem in organizing and structuring research is the lack of an effective system for research behaviour formalization. A more effective system for better formalizing research behaviours should be developed so that Vietnamese universities can integrate more successfully into the global research. (shrink)

This article examines how the phenomenological concept of habit can be productively deployed in the analysis of racism, in order to propose a reframing of the problem. Racism does not unfold primarily in the register of conscious thought or action, I argue, but more intimately and insidiously in the register of bodily habit. This claim, however, relies on a reading of habit as bodily orientation – or habituation – as developed by Merleau-Ponty in the Phenomenology of Perception. Drawing on his (...) account, I turn to two salient dimensions of racist praxis which I argue are better understood through the frame of habit: bodily gesture or response, and racialized perception. Building on the analyses of contemporary critical race thinkers, I argue that racism is habitual insofar as it is embedded in bodily modes of responding to the presentation of racialized ‘others’ and in ‘sedimented’ modes of racialized seeing. However, this is not to suggest that the acquisition of racist habits is passive, or that such habits foreclose the possibility of change. In the final section, I revisit the concept of habit and its usual characterization as ‘sedimentation’ or ‘calcification’. I argue that while such a reading gives voice to the anchoring weight of the temporal past in habit, a more prospective rendering of the concept is available to us through a rereading of sedimentation as active passivity; habits are not only acquired, they are also held. This in turn will allow us to recast the question of responsibility in relation to one’s racist habits. (shrink)

Originally conceptualized by Bandura as the process of cognitive restructuring that allows individuals to disassociate with their internal moral standards and behave unethically without feeling distress, moral disengagement has attracted the attention of management researchers in recent years. An increasing body of research has examined the factors which lead people to morally disengage and its related outcomes in the workplace. However, the conceptualization of moral disengagement, how it should be measured, the manner in which it develops, and its influence on (...) work outcomes are areas of continued debate among researchers. In this article, we undertake a systematic review of research on moral disengagement in the workplace and develop a comprehensive research agenda that highlights opportunities for theoretical and empirical advancement of the literature. In the summer of 1997, I was asked by a leading Japanese newspaper what I thought was the most important thing that had happened in the twentieth century. I found this to be an unusually thought-provoking question, since so many things of gravity have happened over the last hundred years. The European empires, especially the British and French ones that had so dominated the nineteenth century, came to an end. We witnessed two world wars. We saw the rise and fall (...) of fascism and Nazism. The century witnessed the rise of communism, and its fall (as in the former Soviet bloc) or radical transformation (as in China). We also saw a shift from the economic dominance of the West to a new economic balance much more dominated by Japan and East and Southeast Asia. Even though that region is going through some financial and economic problems right now, this is not going to nullify the shift in the balance of the world economy that has occurred over many decades (in the case of Japan, through nearly the entire century). The past hundred years are not lacking in important events. (shrink)

In this paper I examine the temporal dimensions of racialised and colonised embodiment. I draw on the work of Alia Al-Saji, whose phenomenological reading of Frantz Fanon examines the multiple ways in which racism and colonialism affix the racialised and colonised body to that of the past; a temporalisation that serves not only to anachronise these bodies, but also to close off their projective possibilities for being or becoming otherwise. Such a move reflects the nature of racialisation itself, which following (...) Charles Mills, does not just exteriorise or ‘other’ racialised bodies, but relies equally on a forgetting, or a disavowal and leaving behind of this very process. The result, I argue, is to render whiteness and white bodies as temporally present and even futural in their orientation, free from the vestiges of racism's history and free to adopt any number of stances on its continuing legacy. It is against this that I argue that the familiar exhortation to ‘get over’ racism whenever the charge is levelled, is not only dangerous in its denial of racism, but also disingenuous in purporting to move beyond a racially divided world, when in fact this very gesture serves to reinscribe differential racialised temporalities. This book develops some of the most important themes of Sen's works over the last decade. He argues in a rich and subtle approach that we should be concerned with people's capabilities rather than their resources or welfare.

This special section brings together scholars working in Critical Philosophy of Race to explore questions of racism, coloniality, and migration, and in doing so, offers a glimpse into some of the scholarship currently being undertaken in this emerging field. The section has its origins in a one-day workshop, On Anti-Racism: A Critical Philosophy of Race Symposium, which took place in Narrm/Melbourne, Australia in October 2017. The symposium participants, Amir Jaima, Helen Ngo, and Bryan Mukandi, are here joined by Lori Gallegos (...) and Chelsea Bond, in an effort to continue and extend some of the conversations initiated at that event. Using a nationwide survey of provincial institutional quality and a sample of private manufacturing small and medium scale enterprises, this paper contributes to the literature by considering for the first time the effects of corruption on the financial performance of Vietnamese private SMEs. Interestingly, contrary to previous findings, we find that corruption when measured by a dummy variable, does not affect firms’ financial performance after controlling for heterogeneity, simultaneity and dynamic endogeneity. However, the intensity of bribery and the majority of (...) the forms of corruption were found to have negative impacts on firms’ financial performance. Hence, a typical approach using only a dummy variable for bribery might not adequately evaluate the impact of bribe intensity or even ignores the negative impacts of some types of bribes on firms’ financial performance. The findings suggest that anti-corruption measures are vital for the development of the Vietnamese private SMEs. (shrink)

Cheating is a serious issue among business students worldwide. However, research investigating the social factors that may help prevent cheating in Chinese higher education is rare. The present study examined two key social relationship factors of perceived teacher-student relationships and peer relationships by the students. It attempted to build a model which addressed the effects of two variables on Chinese business students’ cheating behaviour: the teacher’s approachability and the relationship goal of the students. Two important social influence factors were also (...) tested as mediators: neutralizing attitudes and perceived cheating norms of the students. A student survey was conducted with 1329 questionnaires collected. The results showed the negative effects of both social relationship variables on cheating, and that their effects were fully mediated by neutralizing attitudes. Moreover, perceived cheating norms fully mediated the effect of the teacher’s approachability, but not so for the relationship goal of the students. This study provided novel insights and recommendations for promoting academic integrity in Chinese business schools and universities. (shrink)

Social security is one of the important guidelines and policies of our Party and State that has been thoroughly grasped and guaranteed to be implemented during the country's development periods. In recent years, despite facing many difficulties and challenges, social security work in Vietnam has continued to achieve many positive results, policies have continuously improved, the material and spiritual life of people has improved. People are cared for better and better with the goal of "leaving no one behind".

Commodities and Capabilities presents a set of inter-related theses concerning the foundations of welfare economics, and in particular about the assessment of personal well-being and advantage. The argument presented focuses on the capability to function, i.e. what a person can do or can be, questioning in the process the more standard emphasis on opulence or on utility. In fact, a person's motivation behind choice is treated here as a parametric variable which may or may not coincide with the pursuit of (...) self-interest. Given the large number of practical problems arising from the roles and limitations of different concepts of interest and the judgement of advantage and well-being, this scholarly investigation is both of theoretical interest and practical import. This article takes up the idea of language as a home and dwelling, and reconsiders what this might mean in the context of diasporic bilingualism – where as a ‘heritage speaker’ of a minority language, the ‘mother tongue’ may be experienced as both deeply familiar yet also alien or alienating. Drawing on a range of philosophical and literary accounts (Cassin, Arendt, Anzaldúa, Vuong, among others), this article explores how the so-called ‘mother tongue’ is experienced by heritage speakers in an English-dominant (...) world. From navigating one’s being in-between language-worlds, to the experience of language loss and efforts of reconnection, I argue that bilingual dwelling involves many complex layers often overlooked by philosophical accounts of language that do not attend to the lived world of the migrant and racialised outsider. By turning to the example of bilingual parenting, I then examine how such an undertaking, while labour-intensive, offers opportunities to refresh and co-create language-worlds anew. (shrink)

Implementation of Lenin's thought on the human rights in Vietnam.

This analysis used data, primarily from the 1997 Vietnamese Demographic and Health Survey (VN-DHS 1997), to determine the changes in contraceptive use in Vietnam. A descriptive analysis of individual, household and community characteristics was made to obtain a general description of contraceptive use. Multinomial logistic regression analyses were also performed on the currently married in (a) a sample of all women and (b) only those women who live in rural areas, to identify the strength of association that each variable has (...) with the use of modern contraceptives. The use of any contraceptive method and the use of modern methods increased from 1988 to 1997. The primary contraceptive method utilized is the IUD and its use has increased substantially from 1988 to 1997. Younger women (aged 15–24) were less likely to use any contraceptive method. Women not desiring additional children were significantly more likely to use contraceptive methods than those desiring more children. Education has a clear impact on both contraceptive knowledge and use by women, with higher educated women being more likely to use a contraceptive method. Illiterate women with no formal education were significantly less likely to use modern methods of contraception. Differentials in contraceptive use exist regarding place of residence. Urban women are more likely than rural women to use contraception, but the difference is not large. Women living in mountainous areas are less likely to use contraception, compared with women living in the lowlands. Living standards, especially the availability of electricity in the community, have a large effect on the methods of contraception adopted by women. Religion is not strongly related to the contraceptive behaviour of women. There were significant differences in the use of contraceptives in communities with good quality of care, with increased contraceptive use corresponding to the increase in availability of family planning workers at communes, provision of counselling services at health facilities, and the volume of mass media family planning messages. The evidence from the recent financial crisis in the USA indicates the importance of ethical decision making in the banking and finance industry. This study surveyed 90 banking and finance professionals and students in Vietnam to examine the differences in their ethical decision making. The questionnaire consisted of eight vignettes describing practical ethical dilemmas which banking and finance professionals may face in their daily work. We found significant differences in ethical decision making between these two groups in their overall ethical (...) scores and in four out of eight vignettes. We also conducted a 3-h ethics training programme for these professionals and students and found that teaching ethics was more effective for students than working adults in the banking and finance industry. These findings are important as they show how banking and financial institutions can make workplace environments more conducive to ethical decision-making by enhancing ethics education for both newcomers and existing professionals. I feel deeply honored and privileged to have the opportunity of giving the first Baffi Lecture at the Bank of Italy. Paolo Baffi was not only a distinguished banker and financial expert, he was also a remarkable economist and a visionary social thinker. He had outstanding technical expertise in many different fields, but combined his intellectual eminence with a profound sense of values. As Governor Ciampi put it at the general meeting of the Bank of Italy last May, Paolo Baffi (...) represented “an extraordinary combination of penetrating logic, erudition and moral strength … [he was] not only a gifted student of economics, he had a deep-seated commitment to act for the common good.”1 In remembering Baffi today, we must keep in mind both his intellectual contributions and his general evaluative concerns. The concept of business responsibility, usually termed as corporate social responsibility (CSR), originated in the early 1930s after the Wall Street crash of 1929 exposed corporate irresponsibility in large organisations. The understanding of CSR has evolved since then and its scope has now broadened from mere compliance to corporate laws to active alignment of internal business goals with externally set societal aspirations. Unfortunately, the significance of this multidimensional concept within the small and medium enterprise (SME) sector has continued to be (...) overshadowed by its application in large and multinational organisations. More importantly, this has led to the practice of judging SMEs, which are experiencing increasing pressure to engage in social activities, as if they are no different from their larger counterparts. This study therefore investigates CSR from the perspective of SMEs in Australia without any theoretical presumptions and then comments on the relevance and applicability of the two theories that have been commonly used to investigate business responsibility, namely, stakeholder theory (ST) and social capital theory (SCT). The research findings indicate that CSR within the SME sector is more aligned to the fundamentals of SCT, mainly owing to the unique resource and survival challenges that they face, and which are, arguably, not so pronounced in large organisations. We construct a local \-epistemic hidden-variable model of Bell correlations by a retrocausal adaptation of the originally superdeterministic model given by Brans. In our model, for a pair of particles the joint quantum state \\rangle \) as determined by preparation is epistemic. The model also assigns to the pair of particles a factorisable joint quantum state \\rangle \) which is different from the prepared quantum state \\rangle \) and has an ontic status. The ontic state of a single particle consists (...) of two parts. First, a single particle ontic quantum state \|i\rangle \), where \\) is a 3-space wavepacket and \ is a spin eigenstate of the future measurement setting. Second, a particle position in 3-space \\), which evolves via a de Broglie–Bohm type guidance equation with the 3-space wavepacket \\) acting as a local pilot wave. The joint ontic quantum state \\rangle \) fixes the measurement outcomes deterministically whereas the prepared quantum state \\rangle \) determines the distribution of the \\rangle \)’s over an ensemble. Both \\rangle \) and \\rangle \) evolve via the Schrodinger equation. Our model exactly reproduces the Bell correlations for any pair of measurement settings. We also consider ‘non-equilibrium’ extensions of the model with an arbitrary distribution of hidden variables. We show that, in non-equilibrium, the model generally violates no-signalling constraints while remaining local with respect to both ontology and interaction between particles.
